EDDs Fail to Load with Error "Column 'chain_of_custody_id' does not allow nulls." [m176524]

The initial release of EQuIS 7 build 19214 contained a bug related to inserting and updating chain of custody records. Loading an EDD (via Professional or Enterprise) that generates a new record in the DT_CHAIN_OF_CUSTODY table fails (during the EDP Create step) because the CHAIN_OF_CUSTODY_ID field is a required field and EDP does not provide a value. This bug has been fixed.
